Conversion Order (Section 79A / 79B / Section 95)

Also called: DC conversion order, 79A 79B order, Land conversion Karnataka

The Deputy Commissioner's order converting agricultural land to non-agricultural use.

What it is

Under the Karnataka Land Reforms Act (Sections 79A / 79B) and the Karnataka Land Revenue Act (Section 95), agricultural land cannot be used for non-agricultural purposes without a formal conversion order issued by the Deputy Commissioner.

Who issues it

Deputy Commissioner of the district, on application by the landowner.

Where to obtain

DC's office; copy maintained by the village accountant and on Bhoomi.

Validity

Permanent for the land, but conditions imposed (timeline for use, payment of fines) must be observed.

What to check

  • Order number, date, and DC's signature/seal
  • Survey number, hissa, and total extent converted
  • Original classification (dry / wet / garden) and converted use (residential / commercial / industrial)
  • Section invoked (79A / 79B / 95)
  • Conversion fine paid
  • Any conditions imposed (e.g. construction within 2 years)
  • Validity period if stated

Common red flags on a Conversion Order (Section 79A / 79B / Section 95)

  • Sale deed claims non-agricultural use but conversion order is missing
  • Conversion fine documentation absent
  • Conditions imposed in the order have lapsed (e.g. construction not started)
  • RTC still shows agricultural classification despite claimed conversion
