RTC / Pahani (Form 16)
Also called: Record of Rights, Pahani, Form 16 land record
The Karnataka revenue department's record of who occupies a survey number and how the land is classified.
What it is
An RTC (Record of Rights, Tenancy and Crops) is a per-crop-year revenue record listing the recorded occupant, land classification (dry / wet / garden), extent, kharab, water source, cropping pattern, and most-recent mutation reference for a specific survey number.
Who issues it
Karnataka Department of Revenue, via the Bhoomi online portal and at the local Tahsildar / village accountant.
Where to obtain
landrecords.karnataka.gov.in (Bhoomi) — select District → Taluk → Hobli → Village → Survey number, view or download.
Validity
Crop-year specific — pull RTCs across multiple years to see continuity.
What to check
- Owner-of-record (column 9) matches the seller of the sale deed
- Latest mutation reference (MR No / J-slip)
- Land classification (dry / wet / garden) — and whether it's been converted
- Total extent and kharab sub-extent
- Cropping pattern and water rate
- Any encroachment or government-land notations
Common red flags on a RTC / Pahani (Form 16)
- Owner column shows a name different from the seller
- Mutation reference is years out of date relative to the chain of sale deeds
- Kharab discrepancy between the RTC and the sale-deed schedule
- Encroachment notes by revenue staff
Live portal cross-check
On every PropertyRisk case, the RTC / Pahani (Form 16) you upload is reconciled against live data from the Bhoomi RTC portal. Discrepancies are flagged automatically.
How PropertyRisk handles RTC / Pahani (Form 16)
PropertyRisk extracts every field from your uploaded RTC / Pahani (Form 16) using multilingual OCR (English, Kannada, Hindi, Tamil, Telugu) and a Karnataka-specific schema for this document type. Each finding cites the exact page and clause it came from in the original document.
On every case where this document is uploaded, PropertyRisk reconciles its contents against the rest of the document chain — sale deeds, RTC, mutation extracts, khata — and against live government portal records to surface inconsistencies a non-expert would miss.
